Introduce new per-jail variable jail__flags, which allows to specify jail(8) flags (before the change we had hardcoded "-l -U root").
jail(8)フラグの指定を可能にするjail毎の新しい変数jail_<名前>_flagsを導入しました(変更前は"-l -U root"をハードコードしていました)。
